Ambali, a political scientist, and Bakar, a scholar of public administration, examine the impact of new information and communications technologies (ICT) in particular the Internet and new media communications on Malaysian public service delivery. They critically analyze how the policy-driven network practices by Malaysia have constantly challenged the country's new ICT agenda, thereby posing some kind of dilemma to its complex internal ICT governance processes. Editor/Author Biographies
Abdul Rauf Ambali received his PhD in Political Science from International Islamic University Malaysia. He is specialized in public policy analysis and public administration. Currently, he is an Assoc. Prof. at Kwara State University (KWASU) Malete, Department of Politics and Governance. Before joining KWASU, he worked as Prof. Madya of Political Science at Universiti Teknologi Mara (UiTM), Shah Alam Malaysia for nearly 10 years with substantive experience and has graduated many Master’s and PhD candidates. He has authored a number of textbooks, modules, such as Primer in Public Policy Analysis Techniques and Methods, Seminar in Public Management, Policy Analysis, etc. The author has international refereed indexed articles in SCOPUS, ISI Journals, IEEE, and many other reputable journals. He has published many chapters in international books published by some worldwide leading publishers such as IGI Global, US, and Routledge, UK. He is a member of the Association for Public Policy Analysis and Management (APPAM), Washington, DC, USA. He is also policy analyst and research fellow at Centre for Biodiversity and Sustainable Development (UiTM) Shah Alam. His excellent research has won him a number of research grants from a variety of funding sources such as Excellence Fund, Technology Transfer Fund, the Fundamental Grant Research Scheme (FRGS), and Long Term Research Grant (LRGS) from the Ministry of Education, Malaysia. He is currently the Head of Department Politics and Governance (HOD), member of Panelists for Action Research Grants on Community Development at KWASU, Malete, Nigeria.
Ahmad Naqiyuddin Bakar started his career as a lecturer in the Faculty of Administrative Science and Policy Studies in 1999 at UiTM. He graduated from the International Islamic University Malaysia (IIUM), received his MA in Public Management from University of Exeter, UK, and obtained his PhD in the field of ICT Policy and Governance at the University of Hull, UK. Upon his returned from his PhD studies in 2008, he became the Coordinator of Monitoring Unit at the Centre for Strategic Planning. In 2010, he was the Head for the Institutional Research at the Centre. In 2012, he was appointed as the Research Fellow at the Centre for Bio-Diversity and Sustainable Development, UiTM. Ahmad Naqiyuddin Bakar is currently heading the Institutional Research – one of the Units under the Strategic Planning and Information (CSPI) Centre, at the Office of the Deputy Vice-Chancellor (Research and Innovation) of Universiti Teknologi MARA (UiTM). He has been actively involved in attaining research grants within the last five years and presented numerous papers at national and international levels. The author has also published many journal articles and chapters in edited books both locally and internationally. He served as the member of National Consultative Forum on ISO/CD26000 – Guidance on Social Responsibility (SR26000) representing the National Mirror
